Director of Procurement Services
Location: Rhinebeck NY
Salary: $85,000
Job Type: Permanent 
Schedule:  Monday - Friday 35 hours / week

Summary
:
The Director of Procurement Services directs daily operations of the Agency’s procurement activities, including the preparation, review, and processing of vendor contracts, formal bids, requests for proposals (RFPs), and purchase orders. Develops, implements, and interprets procurement policies and procedures and ensures compliance with applicable laws, regulations, government contracts, policies, and regulations.

Responsibilities:
Vendor and Contract Management
  • Directs the development and preparation of bid specifications, RFPs, purchase orders, and contracts for the purchase of goods, contracted services, and/or third-party contracts.
  • Determines and selects appropriate contract requirements (i.e., deliverables, payment schedules, penalties, insurance requirements, dispute resolution procedures, termination, etc.).
  • Ensures that bids and purchasing/contracting processes comply with bidding requirements.
  • Organizes product demonstrations and implementations for procurement projects.
  • Collaborate with vendors to ensure the quality of goods purchased meets the Agency’s standards.
  • Manages inventory, disposal, and distribution of stock equipment and supply items.
  • Authorizes purchase orders for goods and services based on approval thresholds.
  • Monitors customer satisfaction, supplier management, cost savings, green purchasing, and supplier diversity.
  • Identify and implement a cloud-based procurement enterprise software solution to automate and streamline the Agency’s purchase order and inventory tracking systems; must integrate with GP.
  • Networks with professional counterparts inside and outside the organization. Participates in professional associations to stay informed of new developments and technologies.

Budget and Cost Allocation Management
  • Assists Director of Budget with projections for the Agency’s Other Than Program Services (OTPS).
  • Analyzes monthly financial data for trends and provides CFO with OTPS variance explanations.
  • Prepares OTPS expense allocation changes and journal entries monthly to maximize funding.
  • Utilizes a data-driven approach to identify areas for improvement with use of dashboards.
  • Develops and maintains cost allocation methodologies for all OTPS expenses.

Compliance and Risk
  • Ensures organization applies procurement best practices, risk mitigation, and effective buying strategies.
  • Ensures vendors are compliant with our clients Corporate Compliance Plan.
  • Requires all new vendors to submit our clients Corporate Compliance Plan attestation form.
  • Develops, implements, maintains, and interprets procurement policies and procedures.
  • Establishes approval thresholds for purchase orders.
  • Ensures negotiation of contract specifications, terms, and conditions to protect the Agency from adverse risk. Facilitates the resolution of procurement problems and complex contractual terms.

Performs other duties as assigned by the Chief Financial Officer.

Requirements and Skills:
  • Knowledge of and experience with ERP systems; preferably Dynamic Great Pains (GP).
  • Experienced working with automated eProcurement and accounts payable systems.
  • Experienced dealing with a variety of legal, liability, and insurance administration issues.
  • Experienced in risk management, loss control, and contract negotiations.
  • Computer proficiency with accounting software, preferably Dynamics Great Plains (GP).
  • Proficiency in advanced Microsoft Excel skills, Word, PowerPoint, and Office 365.
  • Ability to plan, organize, and administer Agency-wide purchasing and contract programs.
  • Ability to communicate effectively orally and in writing.
Education:
  • Bachelor’s degree in business, finance, or related field.  Master’s degree preferred.
Experience:
Five (5) years of experience in all phases of the procurement process (identifying business requirements, drafting RFPs, negotiations, contracting, supplier management).
